New Zealand is a member of the UKUSA Agreement, a multilateral agreement for SIGINT cooperation. This international alliance is also referred to as the ‘Five-Eyes’.
The four following agencies are also members:
- Australian Signals Directorate (ASD)
- Communications Security Establishment Canada (CSE)
- Government Communications Headquarters (GCHQ), United Kingdom
- National Security Agency (NSA), United States
It is not possible for an organisation the size of the GCSB to collect intelligence on all threats to New Zealand’s national security interests. However, through New Zealand’s long-standing partnerships, we can draw on greater support, technology and intelligence than would otherwise be available to us.
